 Supplies and Procurement

"An innovative, proactive, professional supplies and procurement department with the objective of becoming a first class service provider to UHNS and Partner Trusts."

University Hospital of North Staffordshire's supplies and procurement department currently provides a host of services across seven NHS Trusts throughout the local area.

The Trust team supports North Staffordshire Primary Care Trust, Stoke-on-Trent Primary Care Trust, South Staffordshire Primary Care Trust, Combined Healthcare, Staffordshire and Stoke-on-Trent Partnership Trust and Mid Staffordshire Foundation Trust.

The department now has the largest remit in the country and manages an annual spend of around 220 million pounds. Significant income is generated through the provision of services to the aforementioned Trusts.

The department offers a multitude of services, including the following:

  • Strategic procurement (including contract management, tendering, supplier negotiations and product standardisation).

  • Supplies operations (including warehousing, receipts and distribution centre, customer helpdesk, materials management, small value procurements and office services support).

  • Capital procurement (including procurement of capital, furniture and medical equipment).

  • Systems support (including maintenance and development of the Trusts P2P system, i.e. electronic requisitioning).

  • Corporate (including enforcing procurement related governance/legislation and managing the collaborative procurement partners).

The department has continued to develop a shared service model throughout the Staffordshire county. This strategy was recognised for its innovative nature and the additional value it has delivered by the Health Service Journal, who awarded the department the status of 'Highly Commended' at their national 2011 awards ceremony.

All activities within our supplies and procurement department are controlled by the Trust's standing orders, standing financial instructions and procurement policy (available on request).

They are also carried out under European Union directives, with tenders for major contracts being advertised through the Official Journal of the European Union, or 'OJEU' for short.
